Invalid .desktop files due to i18n

Hi,

Thanks for making the .desktop file translatable.

However, the manner in which this was done means that the .desktop no longer validate. The build system must be a little more complex to create correctly localised files.

I am going to attach the start of a patch to do this. It is modelled on what gnome-control-center does, but I haven't confirmed that it works here yet. I'm still working on it, but I wanted to let you know of the problem early.
